ZERO TO THREE is excited to share that HealthySteps has been added to the California Evidence-Based Clearinghouse (CEBC) under the Infant and Early Childhood Mental Health Programs (Birth to 5) topic area, with a rating of “3 – Promising Research Evidence.” The CEBC is a registry that reviews and rates programs used in child welfare and related fields on the strength of their research evidence.
The CEBC listing opens the door to using Title IV-E Prevention dollars for HealthySteps, under the Family First Prevention Services Act. States can claim federal reimbursement for evidence-based programs, but only those that meet a minimum evidence threshold on an approved clearinghouse. A “3 – Promising Research Evidence” rating meets that threshold, allowing counties to potentially bill Title IV-E Prevention funds for HealthySteps services delivered to families at risk of foster care entry.
